The Occupational Register provides an online, browser-based solution for the ongoing maintenance and administration of a register of professional entities (which might be a security guard, a teacher, a financial service provider, an electrical worker etc.).
The Occupational Register is a comprehensive solution that caters for all types of occupation through the provision of a ‘superset’ of features. These features can be configured to suit a specific occupation at two levels:
- By configuring the features to be turned on or off.
- By configuring the attributes and general business rules about a feature.
This approach allows the on-going evolution of the Occupational Register as an ‘across the board’ concept, and supports a broad base of functionality that can be applied or introduced as desired, or as business circumstances dictate.
To this end, this documentation discusses the functionality of the Occupational Register at a generic ‘Professional Entity’ level. Instances of an Occupational Register pertaining to a specific occupation (such as Security Guards, or Accountants for example) are reflected in the generation of Client Documentation and typically represent a subset of the Occupational Register functionality actually implemented.
Professional Entity (or just ‘Entity’) means a generic representation of a person or organisation that has the Occupation that the Register administers. Typically, a jurisdiction (be it a state, province or country) will have legislation in place that states how professional entities must be registered, what sort of checks are required as part of the registration process, what compliance regime is imposed upon them and what degree of access the public must be afforded to the register. In most cases, a schedule of fees associated with these activities is prescribed.
The body that administers the professional entities has a defined set of business processes driven by their administrative responsibilities, and these processes often vary across a range of technologies and technology constraints.
The Occupational Register product has taken the ‘best of breed’ software tools both generally and specific to common registry management and aligned them with generic business software, resulting in a combined solution that meets the standard requirements necessary to administer the registry from an internal and external perspective. These tools are known as features and are discussed in the following section.
Features
The following features are available for a Verne Occupational Register.
Registration
The registration of one or more professional entity types. This includes:
- Register a Professional – Body Corporate
- Register a Professional – Individual
Lodge document
Allows for the lodgement of documents against an entity. These documents will usually be shown in the filing history and allows for lodgment of forms not covered by other standard features.
Professional entity maintenance
Allows for the maintenance of the professional entity. This includes:
- Maintain Professional Details – Body Corporate
- Maintain Professional Details – Individual
- Maintain Offenses and Current Charges
- Maintain Qualifications
- Maintain Examinations
- Change Professional Name – Body Corporate
- Change Professional Name – Individual
Verne provides a filing history of the entity to ensure a full audit trail of changes made to an entity can be made visible to users of the system.
Professional entity removal
Allows for the removal of entities based on a request for removal. This includes Request Removal from the Register feature.
Renewal processing and compliance
Verne can be configured to send out renewal or re-registration reminders and overdue notices to individuals and organisations that perform a role for the entity. Compliance routines may also remove an entity from the register if the renewal/re-registration is not completed within the required time frame. This includes:
- Renew Registration – Body Corporate;
- Renew Registration – Individual.
Correct the register
Allows internal users to correct version and filing document information.
Maintain entity flags
Non-Legislative data maintenance within Occupational Register allows a number of flags to be set to control the behaviour of a professional entity on the register. If a flag is set to true, a reason must be entered.
Change entity status
Allows an internal user to change the status of a professional entity. This is often as a result of a document that was filed via the application to Lodge a Legal Notice or Document to the register. As an example, where notice that the professional entity has been put into receivership has been received the internal user will need to update the status to show the professional entity is now in liquidation. A registrar’s notice of change of status will need to be displayed in the filing history showing the reason for the change of status. A configurable list of reasons for removal is shown if the user is changing the status to effect the removal of an entity from the register.
View professional details
The Professional Details Hub provides a series of screens where a user can view this data. Users who do not have authority over the business will only see public data. Internal users and external logged in users who have authority over the entity will see the complete set of business data.
Search professional entity
Occupational Register provides public access to registry information via its dynamic search facility, based on configured business rules. It can be configured to include an embedded search engine or to use database searches. The search function allows users to search for and retrieve entity records based on a range of criteria.
